This is known as the Chain of Responsibility (CoR). Our nationally recognised training ensures you understand and meet your legal obligations.

What is Chain of Responsibility?
Chain of Responsibility laws apply to everyone involved in the heavy vehicle supply chain - from schedulers and loaders, to managers, consignors, and company directors.
If your decisions impact safety on the road, you have a legal duty to ensure risks are managed.

Who Needs Chain of Responsibility Training?
Since the HVNL reform in October 2018, everyone involved in the heavy vehicle supply chain is responsible for safety — not just drivers. This includes business owners, managers, dispatchers, schedulers, loaders, forklift operators, and more. These courses are designed to help individuals and organisations meet those obligations and avoid heavy penalties, prosecutions, and reputational harm.

Two Course Options – Choose What’s Right for You
We offer two Chain of Responsibility training options, depending on your role and responsibilities in the supply chain.
Chain of Responsibility 1 (CoR 1) Course Summary
Ideal for operational staff and those involved in day-to-day transport activities.
This course is designed for general staff involved in transport operations — including drivers, packers, loaders, and warehouse staff. It introduces the HVNL and how the law applies to different roles.
On completion, participants will receive the following nationally recognised Statement of Attainment:
- TLIF0009 - Ensure the safety of transport activities (Chain of Responsibility)
Duration: 5–6 hours
Cost: $375 per person
Chain of Responsibility 2 (CoR 2) Course Summary
Designed for business owners, managers, and directors with higher-level responsibilities.
This course is tailored for supervisors, managers, and those responsible for overseeing transport operations. CoR 2 builds on CoR 1 by focusing on monitoring, administering, and embedding CoR obligations within an organisation's policies and practices.
On completion, participants will receive two nationally recognised Statements of Attainment:
- TLIF0009 - Ensure the safety of transport activities (Chain of Responsibility)
- TLIF0080 - Implement and monitor the safety duties of transport activities (Chain of Responsibility)
Duration: 6–8 hours (plus an additional take-home assignment)

The current CoR units replaced previous training codes:
- TLIF0001 was replaced by TLIF0009 in June 2020
- TLIF0002 was replaced by TLIF0014 in June 2020
- TLIF0014 was replaced by TLIF0080 in July 2024
