Health and Safety Representative Training in Sydney (NSW)
Under the NSW Work Health and Safety Act, elected HSRs are entitled to attend approved training to effectively represent workers on health and safety matters.
Our Sydney HSR courses provide participants with the practical skills and knowledge needed to:
- Understand their powers and functions as an HSR
- Identify and manage workplace health and safety risks
- Consult with workers and employers effectively
- Issue Provisional Improvement Notices (PINs) where required
- Escalate unresolved safety matters appropriately
- Confidently operate within the NSW WHS framework
All training is aligned with requirements set by SafeWork NSW.
Initial HSR Training vs Refresher Training
Initial HSR Training (5 Days)
Designed for newly elected HSRs, this course covers:
- Introduction to WHS legislation, consultation processes, and the role of SafeWork NSW
- Establishing effective HSR representation and understanding PCBU obligations
- Identifying and managing workplace risks through consultation and communication
- Conducting workplace inspections and responding to incidents, including notifiable incidents
- Using HSR powers, including issuing Provisional Improvement Notices (PINs) and directing unsafe work to cease
HSR Refresher Training (1 Day)
For HSRs who have already completed initial training and need to maintain their entitlement. Refresher training helps HSRs:
- Stay up to date with NSW WHS requirements
- Reinforce practical skills
- Refresh confidence in managing real workplace issues

Face-to-Face HSR Training Across Sydney
Courses can be delivered:
- At our scheduled Sydney training location, or
- On-site at your workplace (subject to minimum numbers)
Face-to-face delivery allows for better discussion, real-world examples, and practical understanding - especially important for the role of an HSR.

We conduct regular public courses @ Cabramatta Rugby League Club - 24 Sussex St, Cabramatta NSW 2166
On-site delivery is also available for group bookings across the Sydney metropolitan area, including:

- Greater Sydney – Hills District, Northern Beaches, Inner West

On Site Courses
We are more than happy to arrange to do on-site courses. Cost for an initial HSR on-site course is $8800. This is for a group of upto 10 participants. Tavel and accommodation may be extra. Call or email for more details on price, structure, and available dates for an on-site initial HSR course.

Course Requirements
There are no specific requirements for this course.
Minimum Numbers
Regular public courses are contingent on a minimum of 5 students. We reserve the right to reschedule or cancel these courses due to a lack of participants. Should this happen, we will always notify students of this decision a minimum of 2 weeks prior to the first day of the scheduled course.
Outcome/Qualifications
Participants who successfully complete the course will receive a Certificate of Completion.
SafeWork NSW HSR Initial & Refresher Training
The Trustee for Floki Unit Trust trading as 123 Training Solutions is a SafeWork NSW approved provider of this course, which is compliant under the Work Health and Safety Act 2011.
NSW-Specific Training (Not Comcare)
HSR training requirements differ between jurisdictions.
Our Sydney courses are:
- Approved for NSW workplaces
- Delivered in accordance with SafeWork NSW guidelines
- Suitable only for NSW-based workers and employers
If your workplace requires a Comcare HSR, this course is not suitable.
Course Duration
The HSR Initial course is a 5-day course. 8am until approx 3pm each day
The HSR Refresher course is a 1-day course. 8am until approx 3pm
Course Cost
HSR Initial (5-day) Course Costs $880 per person
HSR Refresher (1-day) Course Costs $420 per person
Cancellation and Rescheduling Policy
To support fair scheduling and course access for all participants, the following per person fees apply to cancellations and rescheduling requests:
- 7 or more days before the course: No fee for cancellations or rescheduling.
- Less than 7 days before the course: $150 fee for cancellations or rescheduling.
- Less than 48 hours before the course: $300 fee for cancellations or rescheduling.
Course Catch-Up
- This course has a maximum of 20 participants. If you miss one or more training days and need to attend another course to complete your training, a $300 catch-up fee will apply, as this takes up a place in another course that would otherwise be available to another participant.
No-Show Policy
- Participants who do not attend without prior notice will forfeit their enrollment fee.
Refunds will be issued for eligible cancellations, minus any applicable fees.
